New York officials are preparing requests for federal aid for recovery efforts after Hurricane Sandy and its remnants. Gov. Andrew Cuomo says rebuilding and repair costs will amount to $32 billion, plus more than $9 billion for initiatives to prevent damage in case of another major storm. "It's common sense; it's intelligent. Why don't you spend some money now to save money in the future? And that's what prevention and mitigation is," Cuomo said.
