California will use bond money to repair levee system

California voters this month approved nearly $5 billion in borrowing to repair the Central Valley levee system. State authorities say 100 levees are deemed "critical" because they protect urban areas. In 2004, California's Supreme Court upheld a lower-court ruling that made the state liable for consequences of levee failures, exposing taxpayers to billions of dollars in potential damages.
