Average income rises 3.8% in small-town America

The booming oil and gas industry is causing personal incomes in America's small towns to grow at a faster rate than in metro areas and suburbs, according to recent government data. Average income is up 3.8% since 2007 for those in small cities, towns and rural areas while those who live in big cities have experienced a 3.5% decline.
