The Justice Department's opinion on the Wire Act issued last year has led at least seven states to introduce legislation to legalize online gambling, and more are considering it. "The whole dynamic changed Dec. 23 of last year. It has set the stage that, if Congress doesn't act quickly, it will be the largest expansion of gambling in the nation's history," said Frank Fahrenkopf, president and CEO of the American Gaming Association. Draft federal legislation supported by Senate Majority Leader Harry Reid, D-Nev., and Sen. Jon Kyl, R-Ariz., would restrict online gambling with the exception of online poker.
