Germany's top parties agree on forming coalition government

Germany's two biggest political parties reached an agreement to form a grand coalition government. The Social Democrats will be the junior partner in the government because they received half as many votes as German Chancellor Angela Merkel's Christian Democrats. The provisional deal could still collapse if the Social Democrats' members fail to approve it in a separate vote.
