Critic: Proposals for Manhattan rail yards disappointing

The development potential is exciting, yet the five proposals for projects at Manhattan's West Side rail yards are disappointing and a sad testimony to the state of large-scale planning in the city, writes critic Nicolai Ouroussoff. With the exception of a design for the Extell Development Company, the proposals are generic and suggest the kind of tired planning that occurs when big development money is involved.
