Congress deadlocked over extending payroll-tax cut

Lawmakers in Congress have yet to agree on how to extend the payroll-tax holiday that is set to expire at the end of December. Some Democrats have proposed paying for the cut with a surtax on income of more than $1 million. But Republicans have questioned the usefulness of extending the cut and are calling for permanent changes to the tax code. A Senate vote could come this week, but it's unclear how the debate will unfold in the House of Representatives.
