California insurer drops workers' comp rates by 16%

California's largest provider of workers' compensation insurance says it will reduce premiums by 16% next year, according to a filing with the state Department of Insurance. Cuts made by the State Compensation Insurance Fund, which accounts for more than half the state's workers' comp market, may indicate where other workers' comp premiums are headed in the state.
