Senate rejects 2 measures to repeal 1099 provision

The Senate twice failed to pass measures to repeal the health care reform law's 1099 tax provision, which is expected to increase paperwork for small businesses, after lawmakers disagreed on making up for revenue that would be lost with the measure's repeal. Senators voted down a proposal from Sen. Max Baucus, D-Mont., that would not compensate for any lost revenue and a measure by Sen. Mike Johanns, R-Neb., that would have required $39 million in spending cuts.
