Texas, California top nation in rail, roads stimulus spending

Texas and California lead the nation in spending federal-stimulus funds earmarked for transportation infrastructure. Some $48 billion was awarded. California has completed or solidified contracts for 90% of 931 projects -- representing $2.6 billion in stimulus funds. Some 70% of the $787 billion stimulus package has been spent within 18 months, according to the Congressional Budget Office.
