Milk program restart divides GOP lawmakers

The Milk Income Loss Contract program, which pays dairy farmers when prices drop, expired Sept. 30, but a push by some lawmakers to reinstate the program threatens to divide congressional Republicans. Rep. Mark Green, R-Wis., and Sen. Rick Santorum, R-Pa., want to revive it, but fellow Republicans who hail from states with larger dairy herds don't necessarily benefit from the program.
