Port Authority to unveil plans for 40-story Manhattan tower

The Port Authority of New York and New Jersey is planning to build a 40-story office tower above the north wing of the West Side bus terminal in Midtown Manhattan. The project, which would be built by a joint venture of Vornado Realty Trust and the Lawrence Ruben Co., could be worth as much as a half a billion dollars.
