Competition heats up as states scramble for $8B in rail funds

States from California to Florida are scrambling to rally support for high-speed rail plans as the Federal Railroad Administration prepares to hand out some $8 billion in economic stimulus funds, with the first grants expected in January and February. States have already requested $57 billion, although only a fraction of that is available.
