Some question Finland proposal to limit immigrant enrolment

Helsinki officials say a plan to limit the enrolment of immigrant students in Finland's schools is "unrealistic". Finland's Minister of Education Henna Virkkunen says immigrant students should make up no more than 20% of a school's population. However, Helsinki schools already have an average immigrant population of 15%, and that is expected to rise to 25% in 15 years.
