Financially pressed U.S. cities brace for loss of federal earmarks

Cities across the U.S., already under stress from plummeting tax revenue, are trying get ready for the loss of more money if Congress bans earmarks in federal spending. Taxpayers for Common Sense, a watchdog, said the House version of the 2011 appropriations bill contains more than $3 billion worth of earmarks. Leaders of both political parties have called for a prohibition.
