South Carolina's weakest schools struggle to attract top teachers

Only 4% of South Carolina's nationally board-certified teachers work in the state's 19 subpar districts. Although the Legislature five years ago created an annual $7,500 bonus program for such elite teachers, Gov. Mark Sanford plans to recommend to lawmakers that only those who relocate to underperforming schools receive the incentive pay.
