Basel Committee agrees on capital and liquidity measures

The Basel Committee on Banking Supervision has reached an agreement on banks' capital and liquidity requirements. The committee also agreed to the basics of a plan for holders of preference shares and subordinated debt to bear some of the burden when a bank is about to collapse. The panel also said it will strive to publish a quantitative-impact study on how banks will be affected by the rules, a move welcomed by the industry.
