NASA prepares for moon, Mars trips; seeks foreign partners

NASA is preparing to send a man back to the Moon and to land robots and eventually humans on Mars. The agency is seeking foreign partners to help defray costs. Many scientists have been critical of the agency's plans, saying money would be better spent on research projects.
