America's "green card" program tends to view immigrants as a source of cheap labor, says Jeff Cornwall of the Center for Entrepreneurship, despite recent studies showing that immigrants are more likely to start business and create jobs than non-immigrants. He believes the United States needs a new designation -- "let's color it a 'red card' for urgent" -- that encourages entrepreneurs to bring their ideas and energies to this country, just as we actively recruited foreign scientists to help fight the Cold War.
