Companies with fewer than 500 workers remain cautious about hiring as they remain concerned about tax legislation, tighter credit and health care. The monthly average net gain for jobs this year for these companies is 35,000, reports ADP. "We really need to hire, but we're being very conservative. What happens if the first quarter of 2011 is horrible?," says Allen Ash, vice president of Almar Sales, which has 130 employees.
