D.C. lures businesses back to city

The District of Columbia is wooing businesses and workers back into the city with a number of aggressive incentive programs. In addition to a generous tax break program established for employers in 2000, more than $1.2 billion in federal tax benefits are earmarked for capital projects and investments in the city's Enterprise Zones, and a multi-agency program dubbed reSTORE DC is working to boost retail business in the city.
