Judge finds Kansas' school financing unconstitutional

A Shawnee County District Judge ruled yesterday that Kansas' system of funding public schools violates equal protection clauses of both the state and U.S. Constitutions and gave the governor and legislators until July 1, 2004, to fix the problem. The judge found that districts' per-pupil spending ranged from $5,656 to $16,968, a differential of slightly more than 300%.
