DHS chief calls for collective bargaining at TSA

State and local law enforcement officers already enjoy collective bargaining rights, and TSA screeners can win the same rights without endangering security, according to Homeland Security Secretary Janet Napolitano. Testifying on Wednesday before the Senate Commerce, Science and Transportation Committee, Napolitano said collective bargaining at TSA could be achieved "in such a way that we're never at one moment sacrificing one layer of security."
