Jobs bill includes aid to small business:

House Democratic leaders say $69 billion in "shovel ready" highway construction and infrastructure projects could be put to use within months if lawmakers pass a proposed jobs bill by January. Sen. Dick Durbin, D-Ill., says the bill has four parts: aid to small businesses, aid to local governments to avoid layoffs of public employees, infrastructure projects and energy efficiency.
