Obama doubts "shovel-ready" projects; states propose quick starts

At this week's jobs summit, President Barack Obama expressed skepticism that major infrastructure projects could immediately boost employment. "The term "shovel-ready" -- let's be honest, it doesn't always live up to its billing," he said. Countering that, a survey of transportation departments found that states have $69.5 billion in road, airport and rail projects that could get started within six months with help from federal funding.
