Proposed passenger rights in Europe worry airlines

The Association of European Airlines said that new passenger-rights proposals in Europe would unfairly penalize carriers. The European Commission has been asked to submit a proposal to protect passengers affected by an airline failure. Dozens of carriers have failed in Europe during the past decade. The proposal is due by July 1.
