Opinion: All parties involved must work to find emissions solution

While the European Union's plan to extend its emissions-trading scheme to international aviation has been put on hold, the International Civil Aviation Organization must be ready to pick up the discussion quickly, writes Karen Walker. ICAO must be quick and effective in coming up with its solution, and member nations that have been most vocal about the ICAO's role must also be willing to work quickly, she writes.
