TSA signs first collective bargaining agreement

The Transportation Security Administration signed its first-ever collective bargaining agreement with the American Federation of Government Employees. The deal covers annual-leave bidding, shift bidding, shift trades, uniform allowances, and changes between full- and part-time status. The agreement will let officers bring certain issues before the Merit Systems Protection Board or an arbitrator.
