New York restaurant owners charged with cooking books

New York prosecutors charged the owners of the Saigon Grill in Manhattan with failing to pay wages to dozens of immigrant workers and concealing the violations by cooking their books. Prosecutors said employees and the state's unemployment insurance program were cheated out of millions of dollars. Treatment of immigrant workers in New York's restaurants and other businesses is an ongoing issue with labor activists and unions.
