House Republicans to include Keystone XL bill in tax-cuts package

House Republicans seek to combine a bill that would accelerate the approval of TransCanada's Keystone XL pipeline with a wider unemployment-insurance and tax-deduction package, said Rep. Lee Terry, R-Neb. Aside from speeding up approval for the project, the bill would also transfer the final decision from the State Department to the Federal Energy Regulatory Commission. "FERC is the expert agency in pipelines, pipeline safety, pipeline siting," Terry said.
