The Federal Communications Commission should approve AT&T's plan to bring 4G wireless service to 99% of the country while allowing the current regulatory structure that governs plain old telephone service to sunset, a Wall Street Journal columnist argues. The plan represents a compromise in which the carrier will still invest billions of dollars in extending its broadband network to unprofitable areas in exchange for the lifting of an archaic regulatory arrangement.
