Unfunded mandates frustrate Florida school leaders

By introducing new class-size, virtual-school and physical-education mandates while cutting education funding, Florida legislators fail to back up their claims that they support kids, says Joe Joyner, president of Florida's school superintendents association. "The district is at the edge of a cliff," said Broward County superintendent Jim Notter. "Allow me to spend the meager dollars that I have on my needs."
