Restaurant owners say food carts should be graded

New York's restaurant owners don't necessarily like the letter-grade system launched by the city's health department last year, but many say food carts should have to operate under the rules as brick-and-mortar establishments. Some cart owners agree, while others say it's not fair to expect food carts to live up to the same standards as fine-dining establishments.
