CHSRA: HSR contract with JV may need to be renegotiated

California's $68 billion high-speed rail project could begin with initial construction by January or February, said Dan Richard, California High-Speed Rail Authority chairman. However, the current design-build contract with the joint venture that includes Tutor Perini, Zachary Construction and Parsons could need to be renegotiated since the Surface Transportation Board denied the agency's request to add more miles to the route. The contract with the JV was for 29 miles, but not all of those have cleared environmental hurdles.
