Number Of New York Uncertified Teachers Mushrooms

More than 16% of New York's teachers had not passed state licensing exams as of Oct 1, according to the state education board. That's 13,415 uncertified teachers out of 80,000 in the school system. The figure is up from 15.3% in 2000 and 12.8% in 1999, despite School Chancellor Harold Levy's $8 million recruiting campaign. A new state law will force all educators to be certified by September 2003, or they will not be allowed to teach.
