Carbon dioxide to be declared public danger by EPA

The Environmental Protection Agency is expected to issue an official declaration making carbon dioxide a public danger -- a move that could push Congress to finalize climate legislation as well as give the U.S. leverage to forge a global climate treaty in Copenhagen. Environmentalists welcomed the EPA's renewed efforts at regulating greenhouse gases, but industrial plants and other large emitters are concerned about the potentially huge costs they would incur in complying with tougher regulations.
