Scientific issues will not be at the heart of negotiations at the upcoming climate-change summit in Copenhagen. There is a broad consensus among world leaders on the urgency of cutting back greenhouse-gas emissions. The economic issues are another matter. Success rests with the ability of delegates to balance the risk and reward of cleaner energy.
