Philadelphia City Council revives effort against plastic-bag use

Months after the Philadelphia City Council voted against a proposed measure that would prohibit the use of plastic bags in grocery stores, a council member introduced a voluntary plastic-bag recycling program as a potential alternative. Another member also vowed to present different legislation that would seek to curb, if not outright ban, plastic-bag use.
