The standoff between Congress and President Barack Obama on how to avert the "fiscal cliff" is jeopardizing the chances of a bipartisan plan to include a short-term extension of the wind-energy Production Tax Credit in a budget deal. "Wind would take a hit" if the PTC were allowed to expire Dec. 31, said Michael Bernier, an analyst at Ernst & Young. An expiration "would be devastating. ... Half the jobs in the industry could be lost within a year," said Robert Gramlich, senior vice president of public policy for the American Wind Energy Association.
