Citizens' board to discuss rate increase plan

The board of governors of Citizens Property Insurance Corp. meets today to discuss the company's proposed 56% increase in homeowner's insurance rates, a plan that has drawn fire from company officials as well as Florida Gov.-elect Charlie Crist. Opponents charge the plan will effectively cripple the state's economy, and they call for state assistance to ease the increase.
