BA, Iberia need to get governments, employees on board

British Airways and Iberia spent years negotiating merger terms that were mutually acceptable. Now the airlines have to persuade their governments as well as their employees to accept the deal. Meanwhile, the deal could complicate the airlines' attempt to gain antitrust immunity on trans-Atlantic routes with American Airlines, a Oneworld airline alliance partner.
