Delaware looks to West Virginia for casino guidance

Delaware has looked to West Virginia, which legalized table games two years ago, for guidance on how to build casinos that benefit the community. The cities of Wheeling and Weirton, W.Va., have welcomed casinos for revenue that flows back into the community coffers. The city of Weirton receives more than half its operating budget from gambling taxes, while Wheeling invested gambling revenue in city infrastructure.
