Democrats consider Medicare expansion as alternative to public option

Senate Democrats are considering an expansion of the Medicare and Medicaid program as part of an alternative to a government-run insurance plan. The changes would allow people ages 55 to 64 to buy insurance at subsidized rates under Medicare similar but not equal to rates offered to seniors 65 and older.
