Open-skies agreement between U.S., Japan nears completion

A historic deal between the U.S. and Japan to eliminate barriers to competition in commercial air service between the two countries is nearing completion. Negotiators said work on the open-skies agreement could be finished as soon as Thursday. "Until you've agreed, you're not there," said John Byerly, a U.S. State Department official. "We think we're within reach."
