Conn. district expects $1 million shortfall for special education

Education officials in Fairfield, Conn., are expecting a special-education deficit that could reach $1 million. District officials said the debt occurred because schools are serving more students with disabilities than had been budgeted for and because of reduced state reimbursements for excess expenses.
