India's government wins 2nd vote on FDI

The upper house of India's parliament followed the lower house on Friday, voting to approve the government's measure to allow foreign supermarket and multi-brand retailers own 51% of their stores. Under the measure, individual states will still have the final right of refusal, and 10 states have said they won't allow big-box retailers.
