Bart Banfield, tapped to head up a one-school district in Oklahoma three years ago at the age of 27, has enthusiastically pushed his rural district to embrace technology. With a student-to-laptop ratio of 2:1, brand-new tablet PCs and digital projectors, the Stidham School provides personalized instruction to its 135 pre-kindergarten through eighth-grade students.
