Small business will hire when revenue covers cost

Small-business owners say the biggest problem they face is lack of sales, so NFIB recommends that the Obama administration institute a payroll tax holiday to give businesses and their employees more money to spend. "Small-business owners and managers do not hire because a national goal is to increase employment, says NFIB chief economist Bill Dunkelberg. "They hire, when in their judgments, the person hired will generate enough additional revenues to cover the cost of the hire."
