Small businesses face higher compliance costs, SBA data show

Costs for small businesses to comply with federal regulations are increasing and small businesses pay more per employee than larger firms do, according to data from the Small Business Administration. In 2008, companies with fewer than 20 workers paid $10,585 per employee, up from $7,647 in 2005, and well above the $7,755 paid by companies with 500 or more employees.
