Constrained by levy authority, IRS will ask Congress for expansion

The Internal Revenue Service plans to ask Congress for authority to levy additional income sources, such as rental income and non-employee compensation. A report from the Treasury inspector general for tax administration found that IRS revenue officers still have trouble getting delinquent taxpayers to pay what they owe with the IRS's current levy authority.
